The Spell Slasher

This black, basket-hilted rapier has an incredibly thick (yet unnaturally light) white blade inlaid with a green metal core. Upon close inspection, the blade seems to have a hairline fracture down it's centre that runs to the basket of the blade. Upon attuning to the item, the grey runes on the blade dimly come to life, prepared for hunting the most dangerous quarry of all.
The Spell Slasher is a trick weapon created, owned and used by Ellena Swarov. The former Arch-Inquisitor who owns the Mage-Slayer's Garb in Edmonton. This was her weapon of choice, and remains so to this day, due to its unique ability to dispel and absorb magic effects.
In it's primary form, the blade is a fine-looking white basket-hilt rapier with a chalk white Betrayer's Bones blade inlaid with dazzling green. The rapier acts as a +1 weapon and has an amount of charges equal to your proficiency bonus. When you hit a target with the rapier you can expend a charge to cast dispel magic at its base level on the target you hit. Your melee attack ability (dex or strength) is your spellcasting modifier for this spell.
In it's tricked out form the spell slasher becomes two shortswords with half basket hilt handguards. These are each +1 shortswords and, if you are wielding both shortswords then you can use the weapons charges to, as a reaction, deflect a spell. When you are hit by a spell you can use your reaction to cross your blade and attempt to slash through the spell, chasing the opening left by your target. Roll 1d10+your strength/dex modifier and reduce the spell damage by that amount. If you reduce the damage to 0 then you can move up to your movement speed toward the caster of the spell and take a free shortsword attack at the creature if you are in range.
The Spell-Slashers also come in a variant dagger form for those less proficient with weapons. However instead it can only complete the spell slashing reaction in it's dual dagger form and, when tricked out into two daggers they will automatically return to the users hand when thrown. They still cost 1000gp.
