Cir Nacayjil (Seer Na-Kay-Yil)

Cir Nacayjil was the capital of the Empire of Basat (or Basati Empire), from its foundation to its collapse at the end of The Gap War. Although its existence was known to the Amnari from surviving Keshwari texts and monumental inscriptions, it was only rediscovered by exploring archaeologists studying the region around Nas Ashca in the mid-3500s AA/SA. Much of what is known about the settlement currently is based on the sporadic investigations and projects run by Nas Ashcan historical research projects, and surviving Keshwari texts.

The Empire of Basat

The Empire of Basat was one of the most powerful, and younger, of the five empires that dominated the Era of the Five Empires. Until the discovery of the ruins of Cir Nacayjil, most information about the empire, its structure, rise, and subsequent involvement in the Gap War came from surviving Keshwari sources. Cir Nacayjil, positioned to the north of Nas Ashca, was an easily defensible city not particularly threatened by the events of the Gap War until the rise of Talija's Elephant Army.

Investigations into life in the city have been sporadic, due to the difficulty in accessing the site. Cir Nacayjil, while close to Nas Ashca, is not within or near enough to a Bubble to make it easy to conduct extensive archaeological digs. The former city is at a very high altitude, central to the Ashca Plateau, and is only accessible by Dragon. This requires that any investigations must be conducted when Dragonmasters are available to support them.

Government

Information from Keshwari sources suggests that the Empire of Basat was run by a senate, which was in turn dominated by families organised into Houses. Members were elected by the extended family members and dependent clients, but the majority of the population did not have the right to vote.
