The Emperor
The Emperor is the ruler of the The Empire. The current Emperor is Verric Embrys.
Qualifications
An Emperor is qualified by blood. Usually the one who is crowned is the firstborn or the previous Emperor, but if the firstborn is disqualified by infirmity or otherwise abdicates, another may take their place. If the previous Emperor has no firstborn, then there is usually an extensive list of relatives by degree of relation to the Imperial throne.
Requirements
There are few requirements besides being of the correct bloodline. Being healthy and sane are a bonus, but seem to have been optional, given a few historical precedents. There is no requirement as to gender, and whether male or female, the title may remain the same. There have been female Emperors and female Empresses over history.
Appointment
The Emperor must be crowned using the specific crown and the crown jewels, which sympathetically bind the Emperor to the Empire, causing its wellbeing to become part of the Emperor's wellbeing. Without this binding, there is no coronation.
Duties
Though most governance goes through a council with representatives from each country, the Emperor (in theory) has final say and can countermand the council's decisions. The Emperor is the commander of the Empire's armies, and has responsibility for overseeing the international trade and diplomacy between the countries.
Grounds for Removal/Dismissal
An Emperor may only be removed upon death.
