Chancellery of New Ancastor

Like most of the inner undersea kingdoms, New Ancastor's population is comprised to varying degrees of sea elves, tritons, merfolk, kuo-toa, sahuagin, locathah and occasional other intelligent aquatic races - including intelligent animals.
The Chancellery of New Ancastor is ruled by locathah royalty who serve as Chancellors to a long-absent storm giant ruling family.  The giant-kings of Ancastor retreated long ago to their deeper oceanic strongholds in Ter'findran. The locathah Chancellors insist that the kings of old will someday return and restore New Ancastor to its (presumably) former glory. They have been waiting for more than a thousand years.
One of the poorest countries in the world, Ancastor's name was changed to New Ancastor three centuries ago by Chancellor Oortha III in a misguided attempt to increase tourism.
