Arcanocracy of Mazrendaram

Mazandaram is a country of fishing villages and mountaintop monastery-cities, as well as a large city known for gambling, drugs, and violence.

The mountain valleys of Mazrendaram are green and lush, often shrouded in mist and laced through with endless rivers and waterfalls. Tribes of loxodon, bugbears, and gnolls live in small villages scattered throughout the mountainous countryside, while the elves who largely govern the Arcanocracy live for the most part in the few cities. There are more than a dozen Mazrenite monasteries in the capital city of Ashtana, each teaching a different path of study. Some train monks, many train wizards, and a few train warrior-clerics. Because of these monasteries, Ashtana is often full of young students from across the South -- some even come from as far as mysterious Shan in the far West.   [ADD - eastern ausrani territory > bugbears evolved here > migration of caishenic loxodons, gnolls > Godossean elven colonization]  

Origins

The earliest gnolls migrated to Mazrendaram from the K'Shanian Plains 6,000 years ago - shortly after they were first created by the archdruid Caishen.
  Mazrendaram is a country of fishing and pastoral villages, wizards' towers and arcane monasteries. The homeland of gnolls and loxodons and part of the eastern native range of bugbears, these peoples were joined twelve hundred years ago by a wave of elven refugees fleeing slavery in the newly ascendant Empire of Halaan. The nation of Mazrendaram was formally recognized as part of the The Southern Covenant in the the Treaty of War's End in 297 A.C.   Until the arrival of the elves, Mazrendaram had been governed only by traditional ausrani tribal law. Over the course of the next few centuries, however, the elven refugees set up a government by the wisest mages. When bugbear or gnoll cheiftains resisted, they were often 'persuaded' by gangs of elves operating without the Arcanocracy's sanction as the ruling mages turned a blind eye. While gnolls and bugbears are full citizens of Mazrendaram, they are often treated as second class citizens by both local elves and visitors.   Mazrenite monasteries are centers of learning, producing specialist wizards and weapon masters. High Queen Batheryn Seaelven of Ter'ummah and High Incantor Eshriana Seaelven are sisters. The Mazdaramites are surpassed only by the Tarqans as the best astronomers, mathematicians and diviners in the world.   The ruler of Mazrendaram is the High Incantor, a title inherited obliquely from the fallen Magisterium of Godossea. The current High Incantor of Mazrendaram is Eshriana Seaelven.  

Major Cities of Mazrendaram

The elven monastery-cities of Mazrendaram are famous for cultivating all kinds of arcane traditions.
  The capital, Ashtana (‘City of Souls’), is a city of mysterious arcane monasteries which train the world’s best monks and wizards. Erelessa (‘City of the World’), on the other hand, is a sprawling city of shantytown-poverty, coupled with extreme wealth for the elven elite. Erelessa is most well known for gambling, violence, and excess. The rest of the country is mostly sheep.  

Mazrenite Provinces

  Mazrendaram is divided into six provinces: three elven magocracies and three older tribal homelands of loxodons, bugbears and gnolls.

Adiraki

The oldest residents of what is now Mazrendaram are the ausrani bugbears who evolved just to the west in southern Shan. The majority bugbear population of the Adiraki Territory emigrated to their current home east of their birthplace tens of thousands of years ago.

Feorthan

To the north of Timuel lies the ancestral homeland of the caisheni elephant and mammoth loxodons - the Matriarhy of Feorthan. Many Feorthans still live a nomadic existence, especially the mammoth tribes in the mountains. Each loxodon clan is governed by a matriarch. The Matriarch of Feorthan is chosen by these tribal matriarchs when the old Matriarch dies. At all levels, matriarchs serve for life.

Hathur

The Magocracy of Hathur is one of three magocracies, this one at the eastern end of Mazrendaram on the Rheanese border. Famous for the lawlessness of the City of Erelessa, the magocracy is lightly ruled by an archmage who governs from the palace-complex of Dormaunt in the province's interior.

Kesh

The Magocracy of Kesh is largely known for the quality of its academics and is governed by the Archmage of Kesh.

Morassia

The Morassian Clans are a loose confederation, mostly of gnolls. These caisheni gnolls migrated from their original home in the K'Shanian Plains. Morassia is believed to be the last remnants of the first gnoll homeland in Mazrendaram. The first gnolls emigrated here around six thousand years ago after their creation by the druid Caishen.

Timuel

The Magocracy of Timuel, like all three Mazrenite magocracies, is majority elven. The monastery-capital of Ashtana is found here. The Archmage of Timuel governs the territory.
It is thought that bugbears evolved in western Mazrendaram hundreds of thousands of years ago.
Once widespread, the gnolls were driven into the Morassian Territories by invading Godossean refugees over a thousand years ago.
The loxodon and their mammothfolk cousins arrived about four thousand years ago from the grasslands and forests of K'Shanah-Ch'rth.
Elves arrived most recently, fleeing the collapse of Godossea only 1,200 years ago.
