The Cannibals of Anarium
Heroes slip down a hole into a town at war. Relying on imports there wasn't much food and when the purple worm came through they quickly ran through it all. They ate their pets, and then were down to just each other.
One faction was only eating people who had already died but the other faction chased people down to kill and eat them before the victim wasted away.
There was one Viltevar there, a priest named Fodraem. As he couldn't eat them and they couldn't eat him he was left out of the whole situation, didn't want to prevent their killing because their murderers had a point about their best chances of survival until something changed. Besides, they'll all be dead soon enough so why does it matter.
Fodraem wanted to perform a soul-blessing at every death, saying that he was making sure they made it to the afterlife. In reality they were sacrifices to the Entity, but that wasn't apparent. So he worked with the murderers in order to have this opportunity.
Heroes at risk of being eaten, can show them that Tyrex can create food. Can't get out. Viltevar comes to their aid so that he can keep capturing the souls of the town's inhabiants as they died.
He knew where an exit was this whole time. He didn't want to let the people know so he could sacrifice their souls. If our heroes ask, the reason was that they would never survive in there and didn't want to raise false hope.
There were a couple of Tolorians in the village that were murdered very quickly. This really upset the Viltevar.
