Rus'ba

This idea of rulership by lineage was founded for St. Sebastian by Ekram Daqo Khando.

Structure

In an attempt to assure the Khando family would be the ruling Ba'al, Ekram compromised with the merchants and common people. He established a meritocracy with the Khando family to rule as Ba'al and provide representation in the Advent Hegemony.

History

Religious strife ripped through St. Sebastian in 38 PH. Rather than see the city destroyed, Ekram acquiesced to the dissolution of the theocracy with the stipulation the Khando family be allowed to rule.
