After seven years of bloody fighting, the occupants of the Covenant Land are defeated by the Kith-El.
As the Kith-El divides their land, they provide mercy to those who surrender with the stipulation that those people live in one of three cities: Borth, Wycliffe, or Cádiz. This is agreed upon and the Kith-El sign the Kolme Pact to provide for these repentant peoples.
