The eldest son of Abdel, he assumed control of St. Sebastian after his father's death.
He maintained the theocracy his father established until 38 PH, then at the insistence of merchants, disbanded the theocracy, opened the city to pagan trade, and founded a meritocracy. To ensure that the Khando family would always serve as Ba'al, he also established the Rus'ba or Bone Lineage. Ekram did not have any children, so his brother Fhazal ruled after his death.
