A cunning pickpocket on the streets of Riocruce, Billy is a member of The Pitiful Children and close friends with Jessamine Sanguargenta. Whip-smart and tough, he is known for talking nobles out of their money by shaming them. This proximity to power makes him an excellent source of information and he often provides high quality leads to Jessamine and Maeva de Fer. He is looked up to by the other street kids, even those outside of the gang, and he lends a hand to those less fortunate then him whenever possible.
