City Floating on Water

It looks at first like an island with its docks busy with traffic, but you look in vain for any sign of a pier or of any land at all. Instead, you see perhaps a hundred ships and countless boats and rafts are all lashed together in one vast and permanent flotilla. Gangplanks and decks serve as streets, while ropes dangling from crossbars give athletic and courageous folk a means of swinging across this floating city. Toward the center, buildings reminiscent of a more typical design rise above the floatilla. These must be the towers and manors of important figures, or perhaps public buildings.
