Rokalotse

Rokalotse is a large city on the Emerald Coast that is the capital of the nation with which it shares its name. The ruling class of the city is entirely aarakokra, including the nobles who make up the council of lords. Within the city are many competing factions, with the two largest being the council of lords and the council of guilds (a council of merchant guild leaders with no aarakokra on it). However, there are also a number of criminal organizations that operate within the city.

Demographics

The majority of individuals in Rokalotse are either dragonborn, halfling, half-elven, or human. The most prevalent minority are the aarakokra themselves, as they are a minority ruling class within the city and nation.

Government

The city is run mostly by the council of lords, know as the Kozhlaho k' Tlakokra, as each major noble house controls a district of the city. With these districts come control over different administrative and economic sectors. At their head is the monarch, who controls their own district within the city as well as controlling the Kaa Razhkol Sehaltsuni, the elite royal guard. These nobles, as well as the monarch, control the vast majority of the legislation and administration of the city, as well as the nation.
There is another organization that is instrumental in the governing of the region, which is the Kozhlaho k' Yohnt'uluzhekra, or council of guilds. While they do not technically create legislation, they have much power due to the fact that they control the majority of trade, imports, and exports in the city and nation.

Defences

The defenses of the city of Rokalotse are mostly concentrated in its navy. The nation as a whole has a very impressive and large navy, and the largest naval base in the nation is located in this city.
Beyond the navy, the city is also protected by a general city guard as well as the Kaa Razhkol Sehaltsuni, or the royal guard. The city guard is relatively mundane, although it is of higher quality than many other city watches, as the guards are far more well-trained. Meanwhile, the Kaa Razhkol Sehaltsuni are highly trained and elite, consisting of only aarakokra. They are experts in the spear along with other personally chosen weapons. They are a terror on the battlefield, and have shown their martial prowess many times.

Infrastructure

The infrastructure of the city is mostly standard, with a number of aqueducts and underground plumbing systems (including functional sewers) that extends to functional indoor plumbing throughout most of the city. Other examples of standard infrastructure include well-maintained roads and underground tunnels for the passage of merchant caravans throughout the city with ease. One of the more unorthodox, although not necessarily unique, infrastructural features is the use of tidally powered mills.

Guilds and Factions

Rokalotse has many different factions, with some of them being factions within factions. The two most influential, and opposing, factions are the Kozhlaho k' Tlakokra (council of lords) and the Kozhlaho k' Yonht'uluzhekra (council of guilds). The first is entirely aarakokran and consists of the major nobles of the region. The second is a council containing no aarakokra and consisting of guild leaders.
