Xuè fān Privateers

The Xuè fān began as pirates of some renown, known for their massive fleet, before being hired by Xi Pan to defend against the Flying Flynn Pirates. The two crews would develop a bitter rivalry before the Tosic war would drive them together. As the only privateer to hold a permenant seat on the Crossbone council the Xuè fān have been forced to make hard choices for the good of all privateers, this includes a yearly tithe to the council and the disarmement of its troops within city walls.

If it were not for the Flynn Pirates these two would be at open war. As it is they keep to their own corners, but should any member stray too close to the others territory they should not count on making it back. It all started when the first mate of the Qualin Lútë went missing near Xuè fān territory. In retaliation Qualin Lútë poisoned Xuè fān's then leader Liàng. In his place Madam Li took over control of Xuè fān, before all out war could ensue the Flynn Pirates stepped in to settle the dispute. Qualin Lútë territory was moved outside the city and the Xuè fān were forced to disarm.
