One of the original leaders of the Rebellion, Hirate has held office as Minister of Affairs since the treaty was signed. He is known as a tactful speaker and shrewd negotiator, after all he did write the treaty and made sure the Clans agreed with its terms. Nowadays he oversees both foreign and national affairs. From meeting with foreign diplomats to overseeing the court system, anywhere a measure of tact is needed, Hirate can be found.
