The Great Nation of Rokugan

The Great Nation of Rokugan is the name the victorious rebellion gave itself after The Treaty of Kami's Grace was signed. At the top sit the five Prime Ministers of Affairs, Arms, Commerce, Production and Welfare who are the effective rulers of the nation.
They all see that their own ministries of their respective functions operate effectively and are responsible for appointing ministers within said ministry. While the clans of Rokugan no longer hold political power, the council meets with all clans once every ten years, as the clans always have done to discuss affairs. Apart from that, any ministry can call upon the aid of the samurai should the need arise.
