Lord Shinai

Possibly the wealthiest person in Rokugan, some call Lord Shinai a glorified mob boss, but others know better than to speak ill of her. She inherited a vast empire of trading posts from her mother and capitalised on that when the borders of Rokugan opened up. When the Rebellion was done the people looked for a Minister of Commerce, she was personally asked. To many people's surprise, her daughter showed up in her stead to claim the title. Nowadays she still oversees her mercantile empire, claiming she hasn't got the stomach for courtroom politics.
