Saito Katashi is the current Minister of Production, hailing from the unicorn lands his family had worked the mountains for generations.  When they were granted ownership of their mine and literally struck gold, their family quickly became one of the most influential families with humble origins. Katashi himself went from overseer to local ruler but his eye for efficiency and uncompromising stance on fairness quickly saw him rise to the top of the Ministry of Production.
