Mora, Metropoli hominis

I assure you the wars and trivialities of your own people do not compare to ours, for our wars are fought always for a just cause. Each war must begin with a Casus Belli, a justified reason proclaimed under Crasia. I hope that you come to understand this fact of Mora before you dig yourself into trouble with the Morans, Barbarian, for it is in Moran nature to hold everyone accountable for their own actions. Demographics

80% Human, 5% Elves, 5% Hobbits, 3% Gnome, the remaining 7% are made up of less than one percent of: Goliath, Dwarves, Genasi, Half-Elves, Half-Orcs, and Hobgoblins(Half Goblins)   Humans dominate the city, the Moran natives having the most rights when compared to other humans and races. Nonetheless every citizen is given multiple privileges and freedoms. The extremely wealthy dominate the city and rule most of Asterpoli, but every class is represented in the grand council.

Government

The city is dominated by the " Cursus Honorum " otherwise known as the Senate which oversees everything from city-wide events and holidays, to grand military campaigns for all of Asterpole. Those who wish to become members of the Senate must either come from a grand family, or hold great public sway.   Those who join the Senate attain the rank of Quaestor. Quaestor is regarded as more of an honorific title than an actual position or rank within the senate. The benefits it comes with are few are far between besides the ability to collect taxes.   Those who remain Quaestor long enough and try to distinguish themselves may move onto the rank of Praetor, however the fastest way of doing this is volunteering to take on extra tasks as the Aedile. The Aedile are in charge of building temples and upkeeping them as well as overseeing the cities food and water supplies. The most important water resources being the numerous public baths and the grand Aqueducts.   Once you are well-distinguished and respected among the Senate you may move onto becoming a Praetor. The Praetors are second in power only to the Ex-Consuls and Consuls. Only 8 Praetors are elected every year. They are in charge of overseeing law and order in the eyes of Principia. They act as the primary judges for all Senate meetings and their votes hold the most power. If someone is found guilty of a crime the Praetors is in charge of selecting the punishment. The only punishments a Praetor may give are: Fines, Physical Punishment, Banishment, or Death. There is NO jail system. Trials under the Praetors are public events that the city may participate in.     Each year two Consuls are elected among the Senate. These two Consuls are the only two individuals given the right to Veto any and all proposed laws and edicts. The Consuls hold the right to propose any and all laws and edicts. With the Senates votes they may pass, if the other Consul Vetos the proposed law or edict the law or edict MUST be dropped. Consuls are also given absolute control over the military of Mora. Mora's belief is that great politicians make even greater generals.   In the case of a crisis, or only one Consul is available or can act in the line of duty, the Senate may vote to declare him "Senatus Consultum Ultimum" or Senate Dictator until the crisis is averted or his year-term ends. When a Consul is declared Senatus Consultum Ultimum he is given absolute power and authority. Any and all misdeeds whilst under the title are immediately forgiven upon revocation of the title.

Defences

Mora has three layers of walls surrounding the city. The city is seen as an impervious force due to these grand walls that protect it from all sides. Almost all male citizens are also drafted into the military and are given the right to bare arms in order to protect the city, making it well defending by it's 100,000 veterans.

Infrastructure

Mora is home to many elaborate temples, public baths and roads. It's most notable accomplishments however are the grandeur aqueducts that bring fresh spring water far from the mountains in the west and north to The City. The City also houses the grandest coliseum in all of Asterpoli, which brings many travelers from far and wide.

History

According to the ancient stories Mora was founded by Morulus who killed his own brother(Marus) for climbing over the city's walls. This tale would have a long endearing effect on its people and the famous quote of the city: " Naught comes before Mora. "Morulus would go on to name his finished city after himself, thus it became Mora.   Once the city was complete, Morulus divided his fighting men into the first legion ever recorded. He then scours the city for the most noble and fatherly men he can find. Of these men he appoints 100 to be his personal council; the Patricians or Fathers of Mora. They later become known as Senators.   Before long war broke out with a neighboring city. Morulus would respond with a full scale invasions with the attackers; it is here that Morulus meets his rival and eventual friend, Varius. The two would first meet as enemies on the battlefield, and Morulus would suffer his first and only defeat to the opposing general. The Moran army was promptly defeated in the first skirmish, and as the two armies readied themselves for another fight something peculiar happened. Men on both sides found themselves in awe of one another and did not wish to bring about the unnecessary destruction of the other's people. With this strange occurrence, the two leaders met. Morulus held a meeting with Varius and the two decided they would combine their lands together and rule as joint-kings.   To this day this system of joint-rulership guided by the Senate still stands in Mora. The Senate of 100 chooses its two Consuls every year to guide the city to success.
