Senatus Populusque Moranus
The city comes first, always.
Senatus Populusque Moranus
Mora has many names, the eternal city, the realm of the people, the city of man, and the seat of the republic. Mora is the city that rules over the republic of man, found upon the Asterpoli peninsula. It was once but a city of refugees and exiles who had been expelled from their lands in times long forgotten. It now sits uncontested as the most powerful realm the known world has ever seen. This is in large part due to the fact that the city offers permanent citizenship to any who wish to earn it through hard work and dedication, even those who were once seen as enemies of the city. There is only one condition: You must recognize the importance of the city, and must put it before all else. For the city is its people, and in extension, your family.
Structure
Mora is an oligarchy, ruled by the elite Patronii class that are direct descendants of the city's founders. The Patronii are the leaders of great and powerful extended families that control most if not all power in Mora. Because of their deep connection to the roots of Mora they are often considered far above the law of most citizens. Only other Patronii or members of the Senate may oppose or judge the Patronii, which is rarely if ever done. Direct members of family to the Patronii are those of the Nobilis class who are afforded every right and privilege Mora can offer. Nobilis is rarely gifted to any citizen of the Republic, often just a class you are born into. But there have been exceptions throughout history, most notably recently was Marcellus Maghnisius Fortis, a famed Centurion of the Eleventh Legion. Marcellus was the first Asterii in over a hundred years to be afforded this honor, and the first in Moran history to be adopted into the Maghnisii.
The lowest social class in the upper class are the Quiriti. The Quiriti are known as full fledged members of the Republic. While this is a hard class to make it to, it is not impossible. That being said, most Quiriti can trace their origins back to the foundation of Mora itself. Most Quiriti even belong to one of the many great houses of Mora. To be Quiriti is almost akin to being nobility, but usually does not mean you are an aristocrat by name alone. Nonetheless, the Quiriti often let their social status get the better of them, often viewing themselves above the other classes much like that of the nobility. Being Quiriti means you have certain rights and privileges that the other classes simply do not have, in essence you are a full citizen of the Republic and are even given access to some resources or privileges that most other classes do not have.
The most common social classes in Mora are the Plebians, which are divided into several distinct classes.
The Asterii are full-fledged members of the Moran Republic, but they are not granted the special permissions or privileges of the Quiriti. The Asterii are the most common kinds of Morans. They come from all over Asterra, any and all who have finished their service in the Legion are granted land and bumped up to the Asterii social class by default. The Asterii range from conquered people who have successfully assimilated into Moran society to veterans and even Freedman who have proven their dedication to Mora. The Asterii are given one great power however, they are given the right to elect an official among their own class to act as their representative in the Senate. These “Tribunes” are the only officials bar the Consuls themselves granted the ability to Veto a law or action.
The Quiscien are peoples who have chosen to assimilate into the republic. These people are either conquered people who have chosen to embrace Moran rule and culture, or individuals from outside the Republic who wish to join it. Any who join the Legion are given this status after their maiden battle, giving them the ability to purchase land outside of their ancestral homeland. The Quiscien are considered “ Half-Citizens “ of Mora. They have shown an interest in Moran society, but have not proven that they will either assimilate or dedicate themselves to the country.
Once a people have become Quiscien they are no longer seen as outsiders to the SPQM. They may be treated less fair, and lack the right to vote, but their lands have been annexed by Mora.
The Provinciales are people who have not yet sworn full allegiance to Mora, or outsiders with certain ties to Mora. They are often called “ Barbarians “ the Moran term for “Uncivilized Foreigners”. These people are usually the conquered who have been forced to swear themselves as allies to Mora. Most other races, much like Elves and the like, are seen as Provinciales. Their people have yet to begin thinking about adopting Moran culture or rules, believing themselves above such things. Others simply do not wish to be fully assimilated. The Provinciales are rarely treated as equals and hold few rights that even the Quiscien are promised.
Below the Provinciales are the Freeman and Slaves of Mora, those that are afforded no rights and no quarter. The Freeman get their name from the process of either buying or earning their freedom from their masters, but they are afforded no rights until they have proven their dedication to Mora and it's people. The only promise that is made to a Freeman is that they cannot be sold back into Slavery unless they commit atrocious crimes or request to be put back into slavery. Slaves are simple considered tools or property, and as such are afforded no writes and are to be used as their masters see fit. Slaves are what form the backbone of Moran society, they keep most of the important city structures and works running whether the citizens will admit it or not.
Public Agenda
Mora's public agenda has always been and will likely always be Expansion. At the moment Consul Calvus has declared war on the Vaellic tribes to the north and is preparing a great invasion of their lands. Many Senators say this war was vetoed in the Senate by his Co-Consul Magni, which shows the two's dissolving relationships and would technically make Calvus' war illegal. Regardless all of Mora is now at war with the northern Vaellic tribes.
Assets
The Republic often imports goods from all over Asterra, but is known for producing a vast quantity and variety of goods from the lands it's conquered.

History
According to the ancient stories Mora was founded by Morulus who killed his own brother(Marus) for climbing over the city's walls. This tale would have a long endearing effect on its people and the famous quote of the city: " Naught comes before Mora. "Morulus would go on to name his finished city after himself, thus it became Mora.
Once the city was complete, Morulus divided his fighting men into the first legion ever recorded. He then scours the city for the most noble and fatherly men he can find. Of these men he appoints 100 to be his personal council; the Patricians or Fathers of Mora. They later become known as Senators.
Before long war broke out with a neighboring city. Morulus would respond with a full scale invasions with the attackers; it is here that Morulus meets his rival and eventual friend, Varius. The two would first meet as enemies on the battlefield, and Morulus would suffer his first and only defeat to the opposing general. The Moran army was promptly defeated in the first skirmish, and as the two armies readied themselves for another fight something peculiar happened. Men on both sides found themselves in awe of one another and did not wish to bring about the unnecessary destruction of the other's people. With this strange occurrence, the two leaders met. Morulus held a meeting with Varius and the two decided they would combine their lands together and rule as joint-kings.
To this day this system of joint-rulership guided by the Senate still stands in Mora. The Senate of 100 chooses its two Consuls every year to guide the city to success.
The city comes first, always.
