Seras Empire

Seras is ruled by necromancer and god-emperor Xenophon. His father, Damaris the Conqueror, used the power of necromancy to create The Immortals, a group of undead soldiers to supplement his mortal armies. As soldiers die, they are raised as undead to continue to serve the empire. These armies conquered almost the entirety of what is the Seras empire in the past 40 years.
Necromancy is an accepted way of life in the Seras empire. The mages of the empire have found ways to harness the undead for menial or dangerous jobs that used to be done by mortals: cleaning sewers, construction, mining, etc. Mortals are still needed to oversee the work, and control their undead servants through widely available mage stones. The lower classes know they will most likely end up serving the empire in undeath, whether in the army or through menial work, but accept this tradeoff for a much better quality of life while living.
When accused of practicing dark and forbidden magics by the western rulers, Xenophon responds that all their governments rely on slave labor, and that no beings are truly free while mortals toil in bondage. The undead have no freedoms or desires, which means that the mortals in his empire are truly free.
The Serasians invaded the Marian Province 25 years ago, igniting the Great Crusade.  After fierce fighting between the Serasians and the combined forces of the Hadrianic Empire, the invading army was pushed out of the Marian Province.  A truce was signed, and an uneasy peace has reigned for the past 20 years.
