Finn is a member of the
Special Research Commission of
Ostren. What exactly he researches is unknown.
An awkward individual who seems to say the wrong thing at the wrong time. He often engages in self-deprecation-- usually on his supposed intelligence, or lack thereof.
Finn is short for Phineas-- a name he claims his brother said he couldn't use because it's a smart person's name and Finn is dumb.
History
In October of 1491, Finn met the party in
Fallwood. He was apparently assigned there for research, though he was unforthcoming with specifics. He was flanked by two guards of the supply caravan that brings essentials to the village in exchange for their lumber.
When the party met
Lt. Gambrell, the actual leader of the supply caravan headed for Fallwood, he revealed that he had heard of a Finn from the Special Research Commission before, but that he had gone missing two months prior, so he is not sure who Finn or his two guards are.
