The World Council

When races are judged intelligent. they are allowed a seat at the big kids table to judge newcomers also.
Im sure more happens but ive never been to a meeting.
Apparently they decide alot of big scale things. Id love to go one time.. but they only meet every 50 years.
Each race gets 3 representatives called a Triad of Speakers. When a Vote happens. Each Traid will vote yes/no. No Traid allowed to abstain or they loose rights to the world council for two sessions (100 years.)
