Structure

A confederacy is a political entity or organization characterized by a union of independent states or regions that delegate certain powers to a central authority while retaining a significant degree of sovereignty. In a confederacy, individual states or members maintain their autonomy and self-governance, and the central authority typically possesses limited and specifically defined powers.   Key characteristics of a confederacy include:   Sovereignty of Member States: Each member state or region within the confederacy retains a considerable degree of sovereignty and autonomy. They may have their own governments, legal systems, and policies.   Limited Central Authority: The central or federal authority in a confederacy has limited powers, usually confined to specific areas such as defense, foreign affairs, or economic coordination. The central government's role is generally focused on matters that require collective action.   Voluntary Association: Membership in a confederacy is typically voluntary, and states or regions join and participate based on mutual agreements and shared interests. Member entities may also have the ability to withdraw from the confederacy.   Decentralized Decision-Making: Decision-making authority is often decentralized, with significant powers residing at the state or regional level. The central authority may require consensus or approval from member entities for certain actions.   Interstate Cooperation: Confederacies are formed to promote cooperation and collaboration among member states in areas of common interest. This can include economic partnerships, mutual defense agreements, or the coordination of certain policies.   It's important to note that a confederacy is distinct from a federation. In a federation, states or regions surrender a significant portion of their sovereignty to a strong central government, and the central authority has broader and more comprehensive powers. Confederacies are more loosely structured, with member entities maintaining a higher degree of independence. The Confederate States of America during the American Civil War is an historical example of a confederacy.
