Treaty of Passaran
The Treaty of Passaran refers to both the document itself and the supranational organization it spawned. Written out of desperation between nations that faced utter destruction by outside enemies, the concept began as a mere peace deal but during talks became a full military and economic alliance. It managed to ensure peace between the small city states that signed it for nearly 200 years. However, it was broken apart by the Cyanni War. After the war, nearly every nation in the world joined the treaty. It establishes the Pasaran Assembly as an international governing body, a number of laws that every nation must abide by, enforces a military alliance, and posits certain uniform economic and diplomatic policies.

Though Avani writing and language conventions don't completely overlap with human language, in general the document is categorized into analogues to Articles, which each encompass a broad topic such as Economics or the Legislature. They then have sections, which categorize aspects of their article's topic, and subsections, which are specific policies.
Historical Details
Background
The Treaty of Passaran was created during a time of desperation on the part of its original signers. At that time, peace between kingdoms was rare. With limited supplies within their borders each nation fought hard to preserve their own resources and obtain more from their neighbors. Warfare was ever present. Certain large nations and empires emerged to wreak havok across the known world. However, this cycle of violence couldn't have sustained much longer. Later historians suggest that, had a lasting truce not been reached, much of civilization would've collapsed about 65 cycles later.
What prompted the creation of this treaty was an event known as The Culling. After a multi-year drought throughout Alvana, there were few sources of drinking water. In a mysterious event that has been blamed on dark Magic, many of these sources became tainted with conditions for Soul Sickness. It disproportionately impacted smaller city-states harder than the major empires of the time and left them extremely weak by comparison. These smaller nations on the borders of larger kingdoms often squabbled and fought with each other, but they feared that continuing to do this would sap precious resources and lead to their annexation.
In this grim historical backdrop, a few city-states came together to discuss a permanent peace treaty: Cyanni, Hindaros, Teutani States, and Carvela. These four core nations were later joined by Arkos, Tiavi (part of present day Arkos), Chectovic (who joined the Teutani States), and Ivas (who were destroyed in the Cyanni War). Many of these nations, though now major powers, were at the time tiny kingdoms with far smaller borders and far fewer cities.
Though it began as a peace treaty born out of fear, during negotiations it quickly morphed into something more: an alliance.
Public Reaction
When the Treaty was first revealed to the public after its closed-doors drafting, it caused a massive uproar. Even government leaders didn't know exactly what the treaty was composed of, and in a couple of cases the negotiators had gone far beyond the authority granted to them when they began. At this time nationalist sentiment was quite high (most Avani would never even consider stepping outside their country) so it caused a lot of heat from popular opinion for some time. In this delicate stage the treaty could've failed to take root. However, some of those who negotiated the treaty were among the most prestigious in society, so with their political and social influence (combined with a good deal of fearmongering) they managed to sway opinion in favor of the treaty.
Legacy
The Treaty and the institutions that it created have had a long and lasting impact on the way history played out. With their combined military power the signer nations intimidated the larger empires into backing down, and gave these small countries a number of economic and social advantages that allowed them to grow. Eventually a number of these empires broke up, allowing themselves to be absorbed into the treaty nations in the process. However, a few nations and one or two empires remained outside of the Treaty all the way until the Cyanni War.
Sadly, though it brought peace for a long time, the Treaty's successes failed to address some of the long-standing grudges between peoples. These remaining grudges eventually led to the horrifying Cyanni War. When the Signer nations turned against each other in battle the treaty fell apart. However, in the ashes of war it was forged anew with more modern clauses and modifications. This time nearly every nation in the known world joined after witnessing the carnage. Since then it has lasted as a constant symbol of peace and cooperation.
