Cyanni
The 2nd Republic of Cyanni is the home nation of the race of the same name, the Cyanni, and the sole inhabitants of the Cian Island. Various iterations of this civilization have existed on this island for nearly a thousand years, though the current republic was born in the ashes of the bloody Cyanni War. Since then, the kingdom has suffered from harsh restrictions and constant scrutiny by outsiders. They have become a symbol of hatred and destruction across the world, and the inhabitants still pay the price of their forefathers' horrifying actions.
Structure
The 2nd Republic is a hybrid between an aristocratic caste system and a true republican system, somewhat similar to the historical government of the United Kingdom. Power, particularly executive authority, is concentrated with the Monarch, who tends to be a Queen. Surrounding the monarchy is a caste system of various members of the royal extended family and other nobles in the country. Their jobs vary depending on their caste: some castes handle the day to day business of government, others are glorified servants, others act as advisors to the queen, others will operate as diplomats in other countries, and still others hold positions that are purely ceremonial. It is difficult, though not impossible, to rise or fall in caste rank, and becoming a part of the aristocratic caste requires either marrying into an existing family or obtaining a title of nobility (of course, having enough of a fortune is an unspoken third route).
Members of this aristocratic class are also able to become members of the Senate, which requires ties to nobility to run for and can only be voted on by certain individuals. The Senate is the more powerful portion of the legislative branch, and has a number of quazi-judicial powers as well. They can both enact laws and hold hearings that determine how the law is meant to be interpreted in various circumstances. In some cases, with a 3/4 vote, the Senate can even veto actions taken by the queen.
The Lower House is the other, and less powerful, section of the government. They share legislative powers with the Senate and have the sole power to propose legislation. Anyone over the age of 20 (who owns property) can run for office, and all naturalized citizens can vote. However, this house is always overshadowed by the Senate's abilities and historically ignored by the monarchy. Many are content enough that they recieve any voice in their government, which is more than what the commoners in many kingdoms can claim.
Though officially there are only these three major bodies of government, in reality the foreign Pasaran Actuary Council also exerts influence on the Cyanni government as they monitor its activities. They ensure the Treaty of Passaran is abided by, enforce the will of the Pasaran Assembly, and generally work to assure the world that the Cyanni will never rise to threaten the world again. With little enforcement mechanisms but the backing of a number of other nations, their power waxes and wanes depending on how much influence its current staff wish to exert and how much the Cyanni government pushes back.
Assets
The Cyanni, though possessing a decent amount of territory, have suffered under strict treaty rules for over two centuries. As a result, they have lagged behind the other nations technologically and lack resources for their government. Their average annual income through taxation is approximately 600,000 Lu's, while their expenditures near 900,000 Lu's. This has created a national debt of nearly 16 million Lu's. Most of this government spending is used to fund the defensive military forces, with only some left over for maintaining basic government facilities and a few domestic programs.
History
The inklings of what can now be known of as the Cyanni can be traced back all the way to 3621, long before the Treaty of Passaran. At this time a nomadic tribe of about 100 Avani formed in present day Arkos. This small tribe roamed the countryside, scavenging for resources and hunting for prey. At some point, while the island of Cia was still connected to the main continent, this tribe spread their reach to this area as well. Around 2617 BT this tribe relearned the value of agriculture and began to establish permanent farming settlements.
This tribe eventually grew to form a loose confederation of city states across the region that lasted for over a thousand years. Though it couldn't be called truly peaceful, they usually maintained amicable relations with one another and rarely fought. However, in 623 BT these peaceful times ended when invaders from the east (the future inhabitants of Arkos) drove them from the mainland and forced them all onto the island. This ancient resentment is what eventually led to the Cyanni War.
Trapped on their home island, the beginnings of the modern Cyanni kingdom emerged after the city-state of Cyannocita grew to dominate their local sphere of influence. After allying together with some of their neighbors and conquering the others, this city became the capital of a true Cyanni empire. They remained mostly aloof to the mainland and slowly built up forces for a planned crusade to retake their homeland. This plan went out the window when a nearby empire arrived on their shores and conquered much of the island. Against this powerful foe the Cyanni could only hold on to one or two of their cities by the time a peace deal was arranged. They had entered into the global stage as a minor power trapped between giants. Terrified for their well-being, the Cyanni converted into a Republic and became founding members of the Treaty of Passaran.
After the treaty was signed, the Cyanni gained quite a bit of breathing room against the empires surrounding them. It allowed them to focus on aspects other than their military, such as trade or science, and slowly absorb pieces of the receding empires. Some time after their near-destruction the First Republic was prospering immensely, and their population exploded. In only about a hundred years, they had converted from a backwater town to the world's first superpower. However, this did not come without strain. Their minuscule island simply didn't have enough space to support both the number of avani and the resource production to give them decent quality of life. Settling colonies across the sea helped, but didn't do enough to solve the problem. Eventually they turned to dark magic to alleviate the issue.
This use of magic, which was condemned by many belief systems, combined with territorial issues to escalate tensions in a way that eventually cumulated in the Cyanni War. This war turned much of the known world against the Cyanni and left their entire nation devastated. It ended in the death of most of the royal family and a significant chunk of major government figures. Matters were made worse when the post-war treaty set up a puppet government that lasted for 12 years, which only got replaced when it could no longer handle the deteriorating situation on the island.
After this puppet government, the Cyanni formed the second republic out of a newly-chosen royal family and elections for a new congress. However, the Second Republic faced a wide array of concerns and significantly-limited power under the treaty. They also struggled with a universal embargo on trade that could only be lifted for certain items from certain countries with the approval of the entire Pasaran Assembly. Many other rules and regulations have squandered development. Even 200 years later, the Cyanni have yet to economically recover from the war. This has begun to change with the presence of Jasani thrown into the mix, but meaningful improvements have yet to manifest in the daily lives of the Republic's inhabitants.
Demography and Population
Most of the population in Cyanni is concentrated in the cities of Cyannocita, Janus, and Camlot, which hold nearly 50% of the nation's people. The other settlements are comparatively small and unimportant in national politics. The vast majority of the population, regardless of location, works in low-skill, low pay agricultural and manufacturing jobs on individual manors that are owned by the aristocracy. Only about 12% of the country is middle class (most of whom live near the coast) and the upper class consists mostly of those who are wealthy through land ownership, rather than money. There is little economic mobility, though this is beginning to change through the efforts of individuals like Lazul Paz.
A majority of the population consists of the Cyanni race (64%), of course, but there are some Ta-Kahdro (3%), Sialan (9%), and Sparalus (23%). (The remaining 1% is other races).
Territories
The Cyanni control 9 major cities within their territory: Antoch, Boudica, Cyannocita, Shaldera, Janus, Camlot, Canturby, Lifepool, and Median Station.
Military
The military of the Cyanni is their largest budget item, but it is almost purely defensive in nature and, to be frank, under-equipped to fight anything except Apogees. Most of their forces consist of Medium Infantry and Light infantry divisions, who are usually equipped with two-handed arming swords and halberds. Longbows and Arbalests are an essential part of most division tactics, so archery is taught universally among the armed forces. Their navy is very small and mostly consists of transport and maritime patrol vessels, though at one point the Cyanni had an enormous navy and many of those derelict ships still sit in the reserves.
Foreign Relations
The diplomatic ties that the Cyanni have can, at best, be declared non-existent. Even though centuries have passed since the great and terrible war, they have not been forgiven for their crimes. A number of laws prevent them from even trading with most other nations.

The Jasani and Cyanni have as bad history with one another as every other nation has with the Cyanni, but they both oppose the Treaty of Passaran and share a number of similar interests.
Undeclared War
The Arkosi and Cyanni have a long and rocky history going back nearly 1000 years, from when the original Cyanni inhabitants of the Andaras River Valley were driven out by eastern invaders. Since that time these two peoples have maintained a constant grudge: at one point the Cyanni considered a crusade to their homeland on the table, while Arkosi planned numerous amphibious assaults (they never gained a strong enough navy). Their local rivalry even sparked the world-shattering Cyanni War. Even to this day, long after most countries swore off fighting their fellow Avani, these two nations regularly fight minor border skirmishes to sate their bloodlust.
