The Water Treaty

A treaty written during The Bending War. The treaty called for the Water Nation to revoke all claims on the earth mainland and move back onto the north and south poles. The treaty is technically still in effect by the time of Petals of the Lotus. However, it is essentially forgotten about by the time of ATLA.
