Oestbernian National Council (west-burn-ee-un)
The National Council is the legislative and executive body of the nation of Oestbernia. It is the main body of the government in the nation and is responsible for all policy and laws. This body has 70 members, 5 from each of the 14 cities and towns in the nation. These members serve 5 year terms and are limited to four consecutive terms, then must wait 10 years before running again. They usually come from various racial and cultural backgrounds and represent various professions or industries. The term "Senate" is used interchangeably for the entire body, but is also used specifically to denote the building in which the National Council meets.
Structure
As the Senate is formed, when it first meets for its session, it elects a Speaker from among its ranks, as well as various Ministers to oversee departments and industries. These leaders serve for the full 5 years of that Senate unless they are deposed by a vote of two-thirds of the rest of the Senate. Each of these Ministers can also hire or appoint advisors, and the Senators themselves are divided onto different Committees united around industries or specific issues.
