I would respectfully draw your esteemed attention to the following except from the Quarterly Report of Instructor of Devotions Yorl-Narin.
"There have been increased reports of a number of local merchants expressing concern that the monthly revenues from Circle Sea trade in such goods a basic food stocks, construction materials, and fine textiles have dropped. An investigation of these concerns has revealed that a group of merchants have suffered less then average. They have through serendipitous circumstance avoided inclement weather, piracy, and stuck upon fortuitous circumstance. Observation has revealed that these merchants are diverse and apparently have fellows in other cities in the Circle Sea. Many also carry with them a simple ornamentation commonly known as the Fish on the Hook. I have included a diagram."

The inspiration of the Devouring Mother suggests to me that this anomaly should be investigated in greater detail.

The Fish on the Hook is the symbol identifying those merchants who look to more creative ways to invest their money beyond the wise and glorious directives set forth by the Statues of the Devouring Mother. By Paragon standards everyone of them is criminal.

Mechanics & Inner Workings

The Fish on the Hook is a logic puzzle as well as an item of jewelry or ornament. Those who have been inducted into the Society of Enterprising Sailors can complete the puzzle in under 5 secs which is an impossible task unless shown the proper methods by a fellow Sailor. Typically, the detaching the fish from the hook takes about six to eight minutes for a person of moderate intelligence. Repetition may shorten the time, but no accouting of a time even close to 5 secs has been heard off.

Raw materials & Components
The Fish on the Hook is constructed of simple raw iron. Some can be found with embellishments of semi-precious stones or modified with additional filigree and ornamentations such as lattice work or leather wrappings. If this is the case, then the Enterprising Sailor in question always has a simpler one to work with.
Tools
The Fish on the Hook can be made by any blacksmith, however only those blacksmiths who are also friends of Enterprising Sailors know how to make a set. These blacksmiths often have had a long working relationship with renowned Enterprising Sailors having demonstrated their trustworthiness, business-save, and general tactfulness regarding awkward repair and work requests.
