Korra is a half-elf monk following the way of the four elements on her adult pilgrimage to find balance in life. This journey is a journey of experiences and self-actualization. Having lived a life of a hermit all her life, everything that Korra is experiencing is new and amazing. Korra is here to observe and to experience new things not to get involved or influence them. Korra is attempting to minimize the"butterfly" affect she is having on the world as best as she can. At the end of Korra's journey, she will return to her monastery and teach the next generation of Monks and prepare them for their own pilgrimage.
Saltmarsh is a harsh politically charged port. Korra's view on politics is that politics is selfish by nature and often exist to serve few when it was designed to serve all. An entity that requires attention to fuel it. So, Korra doesn't give it the attention it craves. Korra comes off as naive and that has worked in her favor. It's not naivety but rather a complete disinterest in politics or selfishness.
Korra is happy because so much of what is happening to her is brand new. Think back on the first time you found your favorite beer or meal. How insanely happy you were and how you had to fight the impulse to want it all of the time. You found Korra moments after she found out what a Mango taste like and it's one of her favorite foods. Korra is listening to different cultures music. It's all beautiful and new. That's why Korra has a permanent grin, she is falling in love with the world that people are used to and find nothing special with.
