A blue dragonborn monk seems to be the unofficial authority figure at the Pearl Refuge. He defeated a giant octopus that had been terrorizing the city. This feat made all the rough and tough pirates praise him for what he did for them. He know lives in the Pearl Refuge free of charge for anything.
