Baron Vargas Vallakovitch
A bear of a man, Vargas presides over Vallaki has his family has for generations. Claiming that "All will be well," The Baron puts on weekly festivals in order to raise morale within his town, touting that it reduces 'malicious unhappiness' and thus, prevents the devil Strahd from being able to enter Vallaki.
Quite convinced in his work, whether or not it is truly working, vehemently fights against any who might exhibit malicious unhappiness (even locking them up, as it would seem). As a result, he has a great deal of mistrust and rancor towards the noblewoman Lady Fiona Wachter, claiming her to be a devil worshipper and dark magic practitioner. He tasked the party to get evidence of her dark practices.
