Scalesteppe

Craggy and dry, the Scalesteppe is mostly uninhabited. It does not have significant mineral or ecological wealth (with the semi-exception of a deep-set vein of high-quality graphite far beneath the surface), and there is little there to attract residents. The few who do live there are either misanthropic recluses or criminals avoiding populated areas. Half in Yanivez Province and half in Whisperwild Province--two provinces which have historically not been friendly and which, therefore, have quite complicated extradition agreements with each other--Scalesteppe is a haven for individuals trying to escape the law. Simply crossing the provincial border can add months of red tape to the process of arresting a particular lawbreaker, something that few of the provincial marshals are eager to take on. Unless a person's crime is particularly heinous, Scalesteppe makes a good escape as long as they are content to spend the rest of their days as a water farmer or graphite miner.   The region gets its name from the distinctly scale-shaped way in which the dry ground cracks, which has been attributed to the graphite content of the soil.
