The runesmith can combine 3 identical runes into the same rune of the next level up, by incorporating a number extra shards depending on the level of the rune being created.

Quartz to hematite = 6 shards

Hematite to Obsidian = 12 shards

For example
A smith with three Hematite Manaz Runes, can use them, plus 12 Shards, to make a single Obsidian Manaz Rune.
