Runic Splitting

The runesmith can split a single rune down into 3 lower-level identical runes, by incorporating a number extra shards depending on the level of the rune being split.

Obsidian to Hematite = 12 shards

Hematite to Quartz = 6 shards

For example
A smith with a Hematite Othala Runes, can use it plus 6 Shards, to make a 3 Quartz Othala Runes.
