Warden's Pipes

These panpipes are made of bone, and bound in roughly hammered silver etched with runes in Sylvan with meanings relating to imprisonment and enslavement. Playing them while focusing on a target allows the user to convince them that they are bound by the most effective means of chains or bindings, including cold iron or silver shackles if that is what would work best against the target. These manifest as fully physical restraints, though if the victim can be convinced that they are illusory and exerts their will on the shackles they immediately dissolve into motes of moonlight. The pipes normally take a few seconds of playing to have this effect, but if the user wishes they can blow a single, piercing note to imprison their target, though doing so causes psychic feedback that harms the user.
The pipes were used by Alia Spitehoof, in her attempt to convert Kenlun and the surrounding forest to the Winter Court.
