History

During the Era of Mortals, each individual province was ruled by a council that reported to the Vervain capital in Sorrel. Sorrel was the unofficial leader of the provinces, until the RSP swept in during a Vervain council meeting and declare that the Rhododendron council would now make all the decisions for the provinces. Afraid of the might of Rhododendron's military police state, many provinces submitted to the will of this unethical council.
