Musical Bait

The Baiting Musicians, a notorious phenomenon in the Musical Continent of Haidfonn, are forced to stay hidden, lest they would be found out and prosecuted. The act of baiting out an audience with a musical performance is after all, in Haidfonn, highly illegal.
The Baiting Musicians have adapted, and the underground leaders keep the club healthy by consistently tipping each other off in a venue. They do this with the help of Musical Bait.

Secret communicator

Musical Bait is the collective term for a special musical instrument that only highly professional Baiting Musicians use. To a regular and unsuspecting person, this instrument seems perfectly normal. Even talented musicians are unable to find any strange quirks inside these instruments.
But for their users, Musical Bait has a special attribute: they can speak the secret language of Falsargot by merely playing it.
Inquisitors of the Chromatic Church suspect that Musical Bait has been mechanically altered in order to speak this secret cant. But they are only partially correct.
The Baiting Musicians make alterations to these instruments that let them store magic. This magic is an altered Tongues spell, that makes the music sound like spoken Falsargot, but only to those who can understand it. (I.e. other Baiting Musicians.)
This way, only true Baiting Musicians are able to keep themselves safe, by communicating with each other completely unnoticed.
This way of speaking Falsargot can be done on the street as street musicians, in big venues as a supporting act, or during an actual concert, when the performing Baiting Musician tips off associates they'd better get in the clear before the audience spots them when hell breaks loose.
All this is possible thanks to Musical Bait.
