Shimoki

Shimoki is the mythical criminal city underneath Kijitsu Gakuen. People with limited knowledge of Elvish say it's name comes from 'shi', an elven word for death, but the locals know it is 'Shimo ki', meaning strange. What the surfacers do have right is that is run by various gangs, who use might to enforce the will of their leaders. These gangs partipate in various unsavoury activities, including assassination, humaoid trafficiking and smuggling of excotic goods that cannot be aqquired elsewhere.
