Qualifications
In order to obtain this title, the would be general must first obtain the rank of commander, the rank immediately below it.
Appointment
Most often a General will resign and the citizens of the nation put it to a vote to decide which commander will succeed them. Typically there is a two year period of transition, in which the current general slowly loses power and the soon to be general slowly gains that power. However, it is also possible for a commander to succeed a General that isn't resigning. For this to happen, the citizens of the nation must largely (>70%) agree that the current general is obsolete, ineffective, or no longer has their best interests at heart. They will then vote to remove the current General from office.

Length of Term
A general lasts for as long as they're the most qualified to rule. When a new candidate proves a higher level of skill over the current general there is a transitory period of two years where the current general slowly transfers power to the next general.
