The Windholm Codices are incomplete and the rite she has so desperately attempted to complete for so long will likely never come to fruition. She put all she had on making this work, and an entire cult sprung up around it. By the time she realized the fact that she may have taken on an impossible task, it was already too late to back out without extreme blowback from the followers that had invested so much in her promises.
