Between the tensions that remained between the Culvarkt and the Fouvienian dwarves and the remaining tension between the human factions, Joseph Culvarkt and Victor Vhank conspire to set into motion an information gathering network with the initial intention of keeping Culvarkti safe.
While their city in the sky thrived, Joseph Culvarkt was well aware of the new dangers his people's success posed, understanding that their prosperity made them a target in a world filled with poverty and hunger. In closed council meetings with Victor Vhank , the two of them plotted out the schematics for The Oubliette and the League of Steam, the Culvarkti clandestine intelligence operation. As a key element to this, Victor convinced Joseph to give him full range of control over the organization, so as not to risk their leadership within the Council of Culvarky Houses ever being compromised and to be able to root out potential threats from within as well. The League began to recruit quietly, taking from every aspect of life in Culvarkti, and eventually branching out to other cultures as well, utilizing connections and manipulating lives in order to convince people to become informants for the League, often without even knowing it. The information network grew quickly and to an astounding level of competence and size. Victor himself as the central controller of operations is the only one in the world aware of the majority of goings on there within their hub of operations, the Oubliette.
