Thomishengarm, Garm to his friends and also enemies, is a Ktarian shopkeeper on Starbase 308. He deals in art because it has the best prices, not because of any particular attachment. At this point, also because it drives his nemesis Eego Lexani nuts.
He has rather weak eyes and requires glasses. Has a ridge across his forehead, and dark hair he keeps tied back in a queue.
