A large tower with crazy spires that seems to be home to deans of every school of magic, but is also has course for standard education. It even has a department for magical curses and afflictions. The necromancy floor is hard to get to due to having containment beeches in the past. It is for the safety of the town.
Miss Berry is the receptionist. There seem to be many of her that work at the university and escort people around the library. 10 gold an hour for research purposes if you are not a student.
