Felstil Harkobar passes from life and it is decided by the four remaining founders that someone from the staff should be elected by the non-Council sitting staff to fill the 5th Council of Stars position (as well as any others that are vacated by the deaths of the Founders).

With this (these) position being for a term of 3 years. This results in an odd number of Council members, allowing for votes that will never tie, to be conducted (as had been done the previous 20+ years) regarding any important changes in policy or modifications on the Isle of Stars process of collecting and recording records and histories.
