The Police Investigating Greed Squad, or P.I.G.S., holds an honored place in the history of Hogsburg. They are the city’s first, and premiere, privatized law enforcement service.
 
PIGS was the brainchild of B. R. Zeale, an eccentric businessman known for investing in unusual markets and ventures. With PIGS, Zeale’s goal was an attempt to privatize law enforcement for Hogsburg. Raw greed in Hogsburg, from Zeale’s point of view, had overtaken the ideals of prosperity, responsibility, and other values of the city’s Founding Hogs.
 
It was as much an experiment in privatizing public service as it was in maintaining order. Some suspected that Zeale’s true plan was to establish a city-wide ‘bodyguard’ service following a failed assassination attempt by his partner, Davis Doyle. There was nothing to support the claim.
 
The squad belongs to Zeale Enterprises. It is a business division that is operated as a “Security As A Service” model, with Hogsburg as its primary customer.
 

Law, Prosperity, and To Greed Responsibly

 
The road to this ideal was rocky. Early PIGS recruits were little more than cheap, poorly trained thugs; rejects from the local crime syndicates. Early attempts at leadership were shaky, and the squad struggled. It wasn’t until a major bust against the Razorback Borva syndicate, led by officer Jefferson Farrow, that PIGS came into its own.
 
Farrow’s leadership was just what PIGS needed. Rule of law set down by the Founding Hogs was observed and brought some well-earned peace, for a nominal fee from taxpayers, to the city. This has been true for 150 years of Hogsburg’s history.
 

Corruption, Crime, and the PIGS

But the stranglehold the syndicates held on Hogsburg wasn’t so easily broken. Over time, the crime families made their influence felt even inside of the PIGS. Today, PIGS still follows its mandate to uphold Hogsburg law, but it has long been steeped in corruption. A long attempt by the various gangs and syndicates to gain control of the private security division for their own illegal ends.
 
Today, Kurt Ribblet, who also handles duties as the warden of Maincastle Prison, runs PIGS. Warden Ribblet, in his dual role, takes an iron hoof approach to law breakers in Hogsburg.
 
A seasoned detective with a sharp mind, Warden Ribblet has matched wits with the worst that Hogsburg has offered. His leadership is given the credit for keeping dangerous individuals, such as the Sons of Swine, locked away. This has earned him bonuses from Zeale Enterprises, and deep respect from the members of PIGS.
 
But Warden Ribblet is no stranger to corruption. Out of the limelight, Ribblet is one of the more corrupt members of the squad. Ribblet, like many PIGS, will ignore a crime for the right price.
 
The Warden’s corruption doesn’t extend to the syndicates or gangs. He has faced the likes of El Gordo and the Razorback Borva too many times to take their bribes. Ribblet’s corruption runs to greater heights that traffic through the financial district. Supposedly, Ribblet will overlook the occasional ‘mishap’ by WyrmCo Enterprises, Boarco, or other companies when their ‘off the books’ deals get out of hand.

Structure

PIGS has fifty-two precincts across Hogsburg, with its headquarters in Zhu Wuneng Towers next to the financial district. But, PIGS also maintains a secondary headquarters in a fortified wing of Maincastle Prison.
 
The reason for the second headquarters is simple: Warden Ribblet’s dual role of running PIGS and the prison. Zeale Enterprises felt the location would allow a PIGS’ Warden to best handle their expanded duties.
 
PIGS is led by a Warden who manages the divisions and Hogsburg’s Maincastle Prison. The Warden reports to the Chief Security Officer at Zeale Enterprises. Below the Warden, PIGS has four divisions.
 
A Deputy Warden, who reports to the PIGS Warden, leads each of these divisions. Branches of the divisions have offices in each of the fifty-two precincts and two PIGS headquarters across Hogsburg.
 
The P.I.G.S. divisions are:
  - Operations Unit  
The operations unit acts as the hub for the divisions. Operations works to take in case calls, crime reports, and other infractions and assign them to a detective or division. Corporal Owen Bacon and Officer Gus Pigglet are the two current rising starts among the Operations Unit officers. Deputy Warden Peter Shotsow heads up the unit.
  - Major Greed Unit  
Led by Cassie Hoofrazor, this division deals with the more serious crimes of irresponsible greed, which includes homicide. The Major Greed Unit is called on to deal with organized crime, political, or corporate sensitive cases. Lieutenant Lane Oinker and Detective Morgan Hock currently work the most serious, and brutal, cases for this division. Sam Swine formerly worked here before moving to the Quick Response Team division.
  - Quick Response Team  
QRT is the team PIGS uses when they are called on to deal with high-risk cases. This includes cases involving bombings, hostage rescues, crowd control and more. Since their transfer, both Sergeant Sam Swine and Officer Vic Lard have been the bedrock of the team and invaluable to Deputy Warden Tom Dukes Goozler.
  - Greed Scene Investigations Unit  
The GSI division are the researchers and investigators that study and document the crime scene. They are the forensic investigator backbone of PIGS for tracking down evidence at a crime. Deputy Warden Jack Nosher is the long-time leader of this division.
