Luthor Falck was caught poaching the Emperor's own stags, in the Emperor's own wood, with an expired Liscense. He was never a wealthy man, Luthor, and his life became infinitley more difficult after the death of his brother, Imholdt. Soon enough, Luthor wasn't able to keep food on the table and his work liscenses up to date. And when he was caught, he was given a choice "Your hand, or the new Land." and so he was shipped off to Scylla, to repay his debt to the Emperor.
