Described by their predecessor as "pure walking, talking judgment." Harpy Zhao is half-Chinese and displays a knack for picking out the flaws their victims are trying to hide.
Zhao was Embraced in the late 19th Century. They arrived in Chicago in the 1970s in the wake of the Shadow War.

Personal history
Harpy Zhao was born in the late 19th Century in San Francisco. In life they were the child of an American factory worker and a Chinese immigrant prostitute. Raised by their mother, Behn learned early on that for those not physically inclined there are other ways to fight.
They were Embraced by a Ventrue new to the city in search of someone who could influence the San Francisco underworld on his behalf. Demonstrating no talent for that but instead a razor wit, their sire trained them instead to move in Kindred circles and sent them off to make their fortune. After trying a number of cities they landed in Chicago.
Chicago's previous Harpy took Behn on under her wing for almost a decade, after which time she decided to live in Paris full time. Zhao moved smoothly into her role, technically without anyone's permission but certainly no one raised a voice against them.
