Vulpine Kingdoms

The Vulpine Kingdoms has historically functioned as a collective of autonomous states.  While the largest concentrated military force is the Resource Development Administration (RDA), a private organization with bases throughout the country, it is often only able to maintain control by suppressing smaller groups through force.  Most recently, their sights have been set on the Na'vi in the Pandora region and their Hometree.
Throughout the country, their is also a collection of archaelogical sites that bear imagery of large humanoids that most believe to be primitive gods.  Each of them depicts a form of ritual sacrifice and what appears to be an honor hunt.
Nearly one year before the story begins, the Waltenburg Empire "invaded".  While the RDA put up the appearance of resistance, the ease with which they gave up has given the other residents, members of the RDA, and other countries cause to believe they were actually working in league with Waltenburg.

Geography

Between the man-made cities are plains and forests.  The south eastern portion of the continent is primarily a a rainforest except where the RDA has cleared it away to make room for military research bases.  To the north is a mountain range that stands up out of a frozen tundra.
