The process of turning a planet into a viable world for humans to live.

The science and the experimentation to terraform a planet from unliveable for humans to a world that is able to sustain (oxygen) human life, develop a way of making water, introducing life (plants, animals, etc.)   This was set to a group of misfits with more brains than many were comfortable, were sent out into branch-lanes to find planet suitable for them to experiment and perfect the means of terraforming planets. They were supported by a military and others who would be the ones to supply or assist in growing foods for the team.   None expected it to be quick, it in fact took many generations of teams work, new people added or sent out to them (Imperial particular the first purge of the BANE or Blighted humans) to continue the experiments.
