The Terran Republic, after 25 years of debates and wrangling the petition is passed.
The council of 14, were persistent and kept up the pressure on the President, though that changed in the time, it saw a more favourable one come to power. This saw them able to get movement. It took another President to get the Petition passed and Constitution ratified.
